CLEVELAND, OH (WOIO) –

A new internal audit shows the Cleveland Fire Department is over budget on more than $1 million in overtime alone and city leaders have found more firefighters barely working but getting paid full salary and benefits.

Last night 19 Action News revealed firefighter Calvin Robinson worked only 12 days in 2 1/2 years.

The state director says he somehow did that by trading shifts with other firefighters but the city says he never paid back other firefighters by working for them.

City Hall is already taking steps to put a stop to any abuse of overtime or the contract.
