CLEVELAND – Families of Imperial Avenue victims gathered at Cleveland’s City Council meeting Monday evening to demand answers about a memorial that is not yet built.

“What about us,” said Chara Dozier, sister of Imperial Avenue victim Crystal Dozier. “Quit promising us a memorial, and at least tend to it and clean it up.”

The memorial is set to be built on the empty lot on Imperial Avenue where the house of convicted murderer and rapist Anthony Sowell once stood. Sowell killed 11 women and kept their bodies in and around the house.

“We just need answers,” said Florence Bary, mother of Crystal Dozier. “Why can’t we get closure.”

Families said construction for the memorial was supposed to start by Mother’s Day. The structure is supposed to be completed by October, five years after the women’s bodies were discovered. They said the timeline was given to them by the Mt. Pleasant Ministerial Alliance, an organization of ministers in the Imperial Avenue neighborhood.
