The humiliating U.S. Justice Department’s report on the use of force by Cleveland police officers includes 16 examples that investigators use to illustrate what they conclude is police misconduct. In most cases, officers/ victims are not named.

CASE 1 – Anthony: Police fired two shots at Anthony as he fled a house wearing only boxer shorts.

Police received a call in 2013 of two armed assailants holding several people inside a home. Officers arrived and encountered a man, identified as Anthony, who was wearing only boxer underwear and running from the house toward the officers. A sergeant, who reported that he believed Anthony had a weapon “because he elevated his arm and pointed his hand toward him,” fired two shots at him.

“It is only by fortune that he did not kill the crime victim in this incident,” federal investigators report. CASE 2 Read all in details click here
