CLEVELAND- The president of Cleveland City Council will announce a plan to resurface city streets and fix potholes.
President Kevin Kelley will hold a caucus at noon on Monday to describe his proposal to resurface every road in the city at least once every 20 years. Kelley also wants to seal cracks every year, according to a city council spokesman.
