EAST CLEVELAND – East Cleveland City Council has taken a small step down the road toward possibly having the financially troubled city join Cleveland.

Three citizens were picked for a panel that would also include Cleveland appointees to review the implications of an annexation action for both cities.

Andrew Jackson, Chris Glassburn and Sandra Morgan were appointed during a special council meeting Monday.

Council’s resolution expressed a wish to enter merger talks with Cleveland.

It will now go to Cleveland City Council to take similar action.
