Tulsa police officer Betty Shelby was charged with first-degree manslaughter on Thursday for the fatal shooting of unarmed Terence Crutcher.

Tulsa County District Attorney Stephen Kunzweiler announced the charges against Shelby at a press conference aired on KOTV-TV.

“A warrant has been issued for her arrest,” Kunzweiler said, adding that “arrangements are being made for her surrender to the Tulsa County Sheriffs Department.”

Shelby, 42, fired her weapon at Crutcher on Sept. 16, after police approached him because his vehicle was stalled in the middle of the highway. Video footage released by Tulsa police shows Crutcher with his hands raised in the air, and eventually placed on his vehicle. Moments later another officer Tased him, followed by Shelby’s deadly shot.
