This is the second police-involved shooting in Baltimore this week. 

Fire Chief Niles Ford said there's a lot of variables involved and that it's not just a Baltimore City issue.

The county has settled with family members, except for Gaines' son for an undisclosed amount. The family attorney called it "amicable."

Police said officers were conducting a traffic stop on Eastern Boulevard near Wagners Lane just after 11 p.m. when the found the bodies.
