The father of a toddler who lost an eye in a tragic Staten Island shooting was busted carrying a bundle of crack and cocaine after cops found the stash tied to his sweaty balls genitals, sources said.

28 year old Michael Bailey was driving his girlfriend, 22 year old Stephanie Mahoney, near their Mariners Harbor home when cops pulled them over Saturday and caught a whiff of marijuana coming from their 1998 Nissan Maxima, police sources said.

Cops asked the glossy-eyed couple to step out of the green sedan — stopped just blocks from where their 2-year-old daughter, Samyah Bailey, was shot in the head Sept. 15 — but they refused, sources said.

When Bailey finally emerged from the car, a bag of pot fell from his lap onto the floor of the car, sources said. Cops took them to the 120th Precinct stationhouse, where they were charged with possession of marijuana. Inside the precinct, cops patted Bailey down and noticed an unusual bulge in his crotch, sources said.

Cops strip searched Bailey and found 55 baggies of crack and 11 bags of cocaine wrapped in a plastic bag and tied to his penis with a rubber band, law enforcement sources said.

Bailey, a known drug dealer who has a string of prior arrests that include robbery, grand larceny and drug possession, was arrested again and charged with criminal possession of a controlled substance.

Bailey is no stranger to headlines, his daughter Samyah was just 20 months old when she was sitting in her stroller and licking a lollipop in the courtyard of the Arlington Terrace Apartments, when gunfire erupted.

The hail of bullets was apparently the result of an argument between Bailey and two others, including the shooter, 19-year-old Damark King.

A bullet peirced through little Samyah’s temple and exited her left eye, destroying it. Her grandfather scooped the wounded girl up and drove her to Richmond University Medical Center in the family’s car.

After several surgeries, Samyah was released nine days later. King, who sources said was on parole for a 2007 robbery he committed at 15 years old, was charged with criminal possession of a weapon and reckless endangerment.

After the shooting, Bailey and Mahoney asked to be relocated out of their apartment complex out of fear it was too dangerous for their daughter.

District Attorney Daniel Donovan offered to move Samyah and her mother, but refused to pay for housing for Bailey, because he had two open criminal cases at the time, sources said.

The family eventually moved to Park Hill with the help of City Councilwoman Debi Rose (D-Staten Island), but they recently moved back to their former home in Arlington Terrace, sources said.
