CLEVELAND, OH (WOIO) - The man accused of attacking and terrorizing women in their own driveways has surrendered to police. 20-year-old Anthony Lilliard turned himself into police Friday. Fourth District investigators say all of the attacks happened off Lee Road near the Cleveland/Shaker border. They believe Lilliard is to blame for all of the crimes.
