CLEVELAND – The search for a Cleveland man suspected of running a dogfighting operation is over. Collin Rand Jr. turned himself in to Cleveland authorities Tuesday morning.

Last week, police uncovered a dogfighting ring at a home in the 700 block of E. 91st St. Officers raided the house on Thursday, confiscating 16 puppies, mostly pit bulls, plus seven or eight other dogs.

Authorities called the conditions horrifying, noting many of the dogs had deep scars on their faces and others were covered in bloody scratches.

Police said it appeared the dogs were being conditioned to fight, using weighted collars and a treadmill with wood sides that forced the dogs to run.
