CLEVELAND, OH (WOIO) - The Cleveland Division of Police Homicide Unit is investigating the dragging death of 16-year-old Rosaura L. Oquendo. It happened Sunday night at 10:30PM on West 81st Street. First District zone cars responded for a female dragged by a vehicle. Once on scene, officers located the unresponsive victim. EMS was notified, responded to the scene and conveyed the victim to MetroHealth Medical Center where she expired from her injuries.

PARMA, Ohio - Police in Parma cited a driver for not clearing the ice off his windshield after he allegedly struck a woman who was walking on the side of the road. The incident happened early Friday morning in the 6110 block of Pelham Drive.

CLEVELAND - A winter storm has brought snow and hazardous driving conditions for the evening commute. Motorists reported white-out conditions on major highways and roadways. The Ohio Department of Transportation said most roadways are icy and snow-covered. Seventy-eight snow plows are out on highways. Officials are encouraging drivers to slow down and use caution.
